Commissioner Liebowitz, of the Basin City Police Department. Liebowitz has a son called Josh and a daughter called Hannah. His name may be a reference to the Science Fiction novel a Canticle for Liebowitz.

That Yellow Bastard

Brutally beats Hartigan upon his arrival in prison. He said that he rented nurse Tammy from Old Town for him. He used her to taunt Hartigan.

Hell And Back

Liebowitz appears as a puppet of The Colonel. After his family is threatened, Liebowitz turns against The Colonel, arrests him, then executes him. When Mariah suggests to The Colonel's boss, Herr Wallenquist, that Liebowitz be murdered for killing The Colonel, Wallenquist unilaterally decides against it because Liebowitz may be of further use.

The Long Bad Night

The corrupt police lieutenant Liebowitz warns him to get out of town, but instead Johnny takes Marcie out for a night on the town.

He informs the senator of Nancy's location, mental state and possible intentions leading to his demise.
