Attorney General Charles Roark is the third, unseen Roark brother that so far has not appeared in any Sin City stories so far. He is a (supposedly) rich and corrupt Attorney General. His family controls most of Basin City. He was the brother of Senator Roark and Cardinal Roark and the uncle of Roark Junior.
